EWTG Board of Directors 2005

President - Ginny Booton

Ginny Booton is Assistant Commissioner at the Texas Department of Agriculture. She is responsible for the Texas Food and Nutrition Program. Prior to accepting this position, she was the Director of the Lone Star Technology Department at the Texas Department of Human services (TDHS) for 10 years. The Lone Star Technology Department oversees the operations and expansion of both the Lone Star Card EBT program and the Lone Star Image System, a biometric fraud detection program. Prior to joining TDHS in 1994, Ginny was on the ground floor in development of the Center for Professional Excellence, a specialized executive training and leadership program at the University of Texas at San Antonio.

Ginny currently serves on the EWTG board as Program Director. She has been a conference workshop moderator and in 1993 was a member of the Program Committee.

She is a North Carolina native who has spent most of her career applying her MBA business philosophies and leadership beliefs in government settings. Ginny is married to Steve Booton and is the proud mother of Lucky, her pet rescue dog she adopted as a result of doing volunteer work with EWTG at the Human Society, and Mokins, their cat.

President-Elect - Bev Bavousett

Bev Bavousett came to state government later in life, after having been a full time mom and homemaker for 15 years. She returned to college, obtained her BBA and CPA and began work with the State Auditor's Office 18 years ago. She is currently a supervising Auditor.

She has been a member of EWTG since 1994, has participated in Executive Success teams and has been both chair and member of conference committees. She is a past Treasurer-Elect, Treasurer and Financial Officer. At present, she is the chair of the EWTG Silent Auction Committee.

She is a graduate of the Leadership Texas 2003 program and belongs to the Leadership Texas Alumni Association. She enjoys gardening, dancing, traveling and, of course, playing with any available grandchild.
 

Vice-President - Shannon Franklin

Shannon Franklin is the Surplus Property Director for the Texas Building and Procurement Commission, supervising 24 employees and program budgets of $2.9 million. She manages the State and Federal Surplus Property programs and the Recycle program.

Prior to joining TBPC in February 2003, Shannon worked in state government for ten years, including, as a Senior Project Analyst for the State Council on Competitive Government and as a Business Planner for the Texas Department of Insurance.

She received her Master of Arts in Human Services, Administration Concentration, from St. Edward's University and a Bachelor of Arts from the University of Texas.

Shannon has served on numerous EWTG committees since 1999 and served on the board as Director of Public Relations in 2003. When she's not working, she likes to spend time with family and friends and her two shih tzus, Sophie and Maurice.
 

Financial Officer – Sarah Bauer

Sarah Bauer is a licensed financial advisor with Waddell & Reed, Inc. since 1999. After a long career as a corporate manager, Sarah shifted her counseling and training skills to helping individuals feel comfortable and confident to make important financial decisions and exercise greater control over their financial lives.

Sarah's EWTG affiliation began in 1999 with annual donations to the Conference SilentAuction. She joined EWTG in 2001 and immediately took an active role in the organization. Sarah has volunteered as an EWTG Conference workshop presenter for the past three years and chaired the 2003 Silent Auction. She serves on the 2004 EWTG Board of Directors as Treasurer.

Sarah also participates in Association Connections, the College Stores Research and Education Foundation and the National Association of College Stores.

Secretary-Treasurer - Elizabeth (Betsy) Ford

Betsy and Michael Lee Ford have been happily married for 22 years and have two children. Their daughter, Alysia, is a first year medical student at UT Houston Medical School and their son, Jason, is a sophomore at Texas State University, majoring in Environmental Science.

Betsy graduated with highest honors from Texas State University with a B.S. in Education. She is now a Certified Public Accountant, Certified Texas Purchaser and graduate of the most recent class of the Texas Fiscal Officers Academy. A state employee for over 20 years, she has worked at the State Auditor's Office and for the Railroad Commission. She has been with the State Securities Board for over 13 years. She is a Business Manager.

A member of EWTG since 1991, Betsy has served several times on the EWTG Finance Committee. She has also been a conference moderator. Betsy believes very strongly in EWTG and feels she has personally benefited from many of its activities and learning sessions. She looks forward to giving back just a little by serving on the board in the coming year.

She is active in the Texas State Agency Business Administrators' Association and is an active community volunteer, serving in the past as a Girl Scout Leader and member of the Crockett TexAnn Drill Team Boosters, the Crockett Orchestra Boosters, and the Crockett Advisory Council. Currently Betsy is a member of the Ben Hera Court of the Ladies Oriental Shrine of North America, assisting with their efforts to raise money for the Shrine Children's Hospitals.

Affiliates Director - Julie Atchison

Julie Atchison is an Internal Audit Project Manager with the Texas Commission on Environmental Quality. Julie has served twelve years with the Great State of Texas for three different agencies. Her background has mainly been in the assurance, investigation and advisory services within the auditing field.

She has been a member of EWTG since she moved to Austin in 1999, and she has participated in the Executive Success Team mentoring program each of those years. Julie served as co-chair of the program committee for EWTG's conference in 2001. During the current year she led the Community Service Committee's activities.

Ms. Atchison is a graduate of the University of Houston at Clear Lake with a degree in Business Management. Julie's personal interests include trail riding, camping, gardening, photography, and hunting for Native American artifacts.
 

Communications Director – Nancy Ellen Soteriou

An El Paso native, Nancy Ellen Soteriou furthered her education through the Ph.D. level while working for the El Paso Community College. She moved to Austin in 2002 and began working at Texas Higher Education Coordinating Board. Nancy Ellen was promoted to Director, Office of Campus Planning the next year.

She has been an EWTG member for two years. Nancy Ellen chaired the 2004 Scholarship Committee and is serving on the 2004 Conference Evaluation Committee.

She also is a member of Leadership Austin Alumni Association and serves on the Travis County Selective Service Board.

Membership Director - Debra Lyon

Debra Lyon has been a member of EWTG since 2002. She served on the EWTG Membership Committee in 2003. She is currently Chair of the Annual Conference Program Committee.

Debra began her employment with the Texas Municipal Retirement System in 1999, and was recently appointed Deputy Executive Director of Operations, overseeing the communications and member services divisions of the System.

Ms. Lyon holds a Bachelor's degree in Psychology from Southwest Texas State University and an MBA from St. Edward's University.

 

Program Director - Gloria Brown Oliver

Gloria Brown Oliver's, CFM, first career was in the telecommunications industry with companies such as Southwestern Bell, AT&T & Lucent Technologies. She had several assignments in sales, technical sales support, sales management and marketing. Leveraging her sales and corporate experience, she joined Merrill Lynch in 2002 and launched her second career as a Financial Advisor. She focuses on working with families, individuals and business owners who are concerned with leveraging their career earnings to create a lifetime of income.

Gloria serves on the EWTG Program Committee.

Gloria holds a BBA and an MBA in management. She is married to Jamie Oliver, a local psychotherapist in private practice, and they have a 12 year son, Sam.

 

Public Relations Director - Rebecca Davio

Rebecca Davio is a Section Director in the General Services Division at the Texas Department of Transportation. Her Section includes 111 employees who provide a board range of support services—including recycling, property management, online information, and document production—for TxDOT's 14,000 plus employees. She is also responsible for overseeing safety, fiscal, legislative, and other administrative support for the Division. Prior to her current job, Ms. Davio served as TxDOT's Recycling Manager for 11 years. Her career spans 20 years of service in state and local government.

A certified Toastmaster, Ms. Davio has taught college courses on marketing and environmental studies, as well as management courses for Texas Department of Transportation employees. Ms. Davio has a BS in Merchandising, a Masters of Public Affairs, and a PhD in Solid Waste Management, all from the University of Texas.

Ms. Davio has been a member of EWTG since 1996. She was a 1994 minicourse presenter. Previously, she chaired the group that drafted the rules regarding EWTG's scholarship program.
