Meet the 2024 Board of Directors

Board of Directors

The EWTG Board of Directors consists of the President, President-Elect, Vice President, Financial Officer, Secretary-Treasurer, Affiliates Director, Communications Director, Membership Director, Mini-Course Director, Program Director, and Public Relations Director, who serve without recompense. The regular term of office for each officer is January 1 to December 31. A list of position descriptions can be found here.

Board Duties

The President provides leadership for the Board of Directors and organization. Read the monthly President's Corner.

The EWTG Board holds its monthly meetings virtually on the third Wednesday of each month from 5:30 p.m. to 7:00 p.m. The Board meeting agenda and a summary of the Board meeting minutes will be posted to the EWTG Web site after the board approves them the following month.


President – Theresa McShan

An active member of EWTG for over 10 years, Theresa is the current EWTG President, setting the leadership theme and tone for the year, as well as overseeing the work of EWTG directors and committee chairs, including the Presidential Advisory Committee. She has served on the Conference Planning, Mentorship, and Strategic Planning Committees and regularly attends workshops and luncheons, as well as special events throughout the year.

Theresa’s professional career includes many successful transitions between agencies with her final role in Human Resources as supervisor of Employee Programs at the Health & Human Services Commission (HHSC), an agency with more than 35,000 employees. During her 35 years serving in state government, Theresa was known as the person who could get things done, leading change in many significant areas. She established the HHSC Mother-Friendly program, which designated 41 lactation rooms across the state and created onsite wellness activities for employees which received an honor at the Annual Mayor’s Health and Fitness Awards.

She also received an award for most increased employee participation for her coordination of the State Employee Charitable Campaign and the Barbara Jordan Award for her leadership and success in implementing the online giving system. Under Theresa’s leadership and her passion for mentoring students, the HHSC Internship Program expanded from a summer-only program to year-round and was recently recognized for her work on behalf of HHSC with the Dr. Emmett Conrad Leadership Program, sponsored by Senator Royce West.

Theresa has two children and six grandchildren and serves as the Youth Director and church musician at the Mt. Pleasant Missionary Baptist Church in Elgin, TX.

President-Elect – Coleen McCarthy

Coleen McCarthy is a Director II/Senior Advisor to the Medicaid/CHIP Services Deputy Executive Commissioner of Operations at the Texas Health and Human Services Commission (HHSC). She has over 26 years of experience working in Health and Human Services agencies including HHSC, the Department of State Health Services, and the Department of Family and Protective Services. Coleen holds a Master of Science in health services/health promotion and a Bachelor of Arts in psychology/sociology. She is a Certified Health Education Specialist, Certified Mental Health First Aider for adults and youth, and Certified in Basic Investigations/Inspections.

Coleen is an active member of EWTG and currently serves on the Board as the 2023-2024 President-Elect. In this role, she chairs the Strategic Planning and Mentoring Committees and coordinates the EWTG Executive Success Teams. Coleen previously served on the EWTG Board as the 2022 Communications Director/Committee Chair. Coleen is also a member of Leadership Women (LW) and graduated from the LW America Class of 2023 and the LW Texas Class of 2022. She also participated in the LW Encore program in Santa Fe, New Mexico in 2022.

Coleen is a proud mom of an adult son. She enjoys reading, writing, binge-watching Netflix, and spending time with her significant other, family, and friends. Coleen also enjoys working as a Mary Kay Independent Beauty Consultant and managing an online eBay store called My Walk In Closet, which is a consignment shop for women’s plus-size clothing and accessories. She is passionate about helping others and enjoys volunteering at various places.

Vice President – Yvonne Campos

Yvonne is the Executive Assistant for the Executive Director at the Texas Department of Licensing and Regulation (TDLR) and is also currently assisting two Deputy Executive Directors with their duties. She is TDLR’s Ambassador to the State Employee Charitable Campaign, serves on the agency’s Employee Recognition Team, and assists TDLR in many of its functions.

Yvonne has 24 years of state service, all of them with TDLR. During that time, she has worked in each of the Licensing, Enforcement, Compliance, and Executive Divisions, and for many years managed the Intake section of the Enforcement Division as its team lead. Prior to her state service, she worked at Pedernales Electric Cooperative, managed Sunset Canyon Pottery, a pottery production studio and store, and oversaw an ostrich ranch.

Yvonne has been a member of EWTG for 5+ years and served on the Community Service and Membership Committees in 2023. Yvonne helped coordinate EWTG’s past two backpack drives for Any Baby Can and assisted at the EWTG conference for the past few years, helping with registration and distribution of the conference’s promotional merchandise. Her passion is community service, which is evident in her many years of volunteering at Meals on Wheels and the Central Texas Food Bank. She is also a Travis County Volunteer Deputy Voter Registrar, and you can often find her at events around Austin registering new voters.

Yvonne grew up in San Antonio, went to college in Wisconsin, and resides in Austin with her husband. She has five adult boys, three granddaughters, and two cats.

Financial Officer – Shannon Creekmur

Shannon Creekmur is a Senior Transformation Specialist for the Texas Health and Human Services Commission. A native Austinite that bleeds maroon, Shannon is a proud graduate of Texas A&M University. She is the 2022-23 President of the Junior League of Austin and is also involved with community organizations like Leadership Women and the Beta Psi Omega graduate chapter of Alpha Kappa Alpha Sorority, Inc. She enjoys volunteering, spending time with friends and family, reading, and crossing items off her personal bucket list like skydiving and dancing under the Eiffel Tower.

Secretary-Treasurer – Terri Peirce

Terri Peirce is the Audit Manager for the Texas Department of Information Resources (DIR). She is responsible for assessing agency risks, preparation of audit plans, serves as liaison for external auditors and is the project manager for audits performed by external audit firms. She has earned the designation of Certified Internal Auditor from the Institute of Internal Auditors and is a Certified Texas Contract Developer and Certified Texas Contract Manager. Prior to joining DIR, Terri worked at the Office of Court Administration, serving the Timothy Cole Exoneration Commission, and has worked in state government since 2007. Terri first joined EWTG in 2010. During her time in EWTG, she has held the positions of Secretary/Treasurer and Financial Officer and has actively served on the Membership Committee, Program Committee, chaired the Silent Auction Committee, and has been a member of Executive Success Teams. Terri graduated with honors from St. Edwards University, where she earned a degree in Business Administration.

Affiliates Director – Bobbie Lehrmann

Bobbie Lehrmann is an experienced communication strategist who is recognized for her dedication to creating transparent connections within communities. Currently serving as the Assistant Director of Public Communications for the City of College Station, she leads the development of robust communication plans that seamlessly engage residents, stakeholders, and media outlets. With a foundation in journalism and media communications from the Queensland University of Technology, Australia, Bobbie brings a global perspective and diverse insights to her work.

Her career path began in Australia, where she cultivated her skills in the private sector before assuming the role of Marketing and Communications Director/Public Information Officer for the City of Navasota, Texas. In this capacity, she facilitated effective two-way communication within Navasota's diverse community while also curating leisure opportunities and family-friendly events.

Bobbie's expertise spans strategic tourism initiatives, event planning, marketing, and internal/external communications. During her tenure in Navasota, she significantly contributed to the city's growth and increased community engagement. Beyond her professional role, Bobbie Lehrmann is dedicated to community service, actively contributing to local organizations, historical societies, and chambers. Her passion for connecting people and ideas extends beyond her work, quietly catalyzing positive change and fostering enduring, meaningful connections within every community she serves.

Communications Director – Sarah Melecki

Texas Health & Human Services Commission

Sarah Melecki serves as the Director of Integrated Care Strategy at the Texas Health and Human Services Commission, focusing on integrating mental health care, substance use care, and primary care. She was previously the senior advisor to the Deputy Associate Commissioner for Texas Medicaid/CHIP Policy and Program, and the behavioral health policy specialist with Texas Medicaid/CHIP. She has also worked as a senior analyst at the Medicaid and CHIP Payment and Access Commission, a congressional commission in Washington, DC. Early in her career, Sarah served as the district director to a Texas State Representative and on the health policy team for the policy and advocacy arm of Consumer Reports. She holds a Bachelor of Arts in political science from the University of Nebraska at Lincoln and a Master of Public affairs from the University of Texas at Austin’s LBJ School of Public Affairs. Sarah is a baseball fan, chocolate enthusiast, and pug lover.

Membership Director - Tamala Fletcher

Tamala has more than 20 years of state service with a focus on meeting planning and execution. She is a success driven meeting planner, organizing and executing state government meetings and events for the Texas Department of Licensing and Regulation’s 27 Advisory Boards and its Commission. Tamala has been the liaison to the agency’s Commission, coordinating the schedules for seven Commissioners and Department staff. Tamala’s background as a Paralegal has been key to her success in executing meetings and projects for the Department. Currently Tamala is working with the Office of General Counsel to implement a new rules tracking software designed to streamline the rulemaking process and add automation and tracking to the system.

Tamala is a former Toastmasters President (2016) and a current Toastmasters member. She is a Leadership Texas Class of 2016 graduate and EWTG member since 2009.

Mini-Course Director – Rashida Broussard

Rashida Broussard is the Contracts and Quality Manager for Behavioral Health Medicaid Programs Contracts and Quality Management with Behavioral Health Services. Rashida performs highly complex consultative services, quality improvement oversight, and technical assistance for the Health and Human Services Commission. Ms. Broussard has over 15 years of experience in the human services field. She began her career with Louisiana’s Department of Social Services. In 2008, she moved to Texas and began providing services to individuals with intellectual and developmental disabilities at Brenham’s State Supported Living Center and Regulatory department. She has experience working various programs with Health and Human Services (HHS) including Temporary Assistance for Needy Families, Supplemental Nutrition Assistance Program, and Medicaid programs; Home and Community Based Services and Texas Home Living; and Finance and Contract Operations. Ms. Broussard earned her Certified Texas Contract Manager from the state of Texas.

Rashida is a graduate of the HHS Extraordinary Contributors Program. She actively advocates and serves her community. Rashida is a proud member of Inspire Church Houston, where she serves as a Real-Life Sunday School Teacher, Small Groups Facilitator, and Director of Christian Education. She served as Vice President at Dallas Theological Seminary (DTS) Houston Student Council and currently serves as the Liaison for DTS between the Houston Student Council and Alumni Association. Rashida presented as a guest speaker at the American Association on Intellectual and Developmental Disabilities Annual Conference in 2017 and 2018, and the Providers Alliance for Community Services of Texas in 2017, and EWTG in 2022. Moreover, she serves as the Organizer for Simply Christians group with almost 500 members for Bible studies. Ms. Broussard received a bachelor’s degree in psychology from the University of Louisiana at Lafayette; master’s in psychology from the University of Phoenix; and a master’s in Christian Education from Dallas Theological Seminary.

Rashida is a proud mom of her 17-year-old son. In her spare time, she enjoys traveling and reading books.

Programs Co-Director - Tricia Schulze

Tricia Schulze is a contract and procurement specialist with over 25 years of service in Texas government. She has been with the Texas Department of Insurance since April 2018 and currently serves as Procurement Director. In this role Tricia is responsible for purchasing and contract administration activities for the agency. Previous contract management roles include those at Health and Human Services Commission Office of Eligibility, Medicaid/CHIP, and the Office of Inspector General.

Tricia holds dual certification as a Certified Texas Contract Developer and Certified Texas Contract Manager. She is well known within the procurement and contracts arena in Texas government and as a mentor to those up and coming in the procurement profession.

Tricia is married and mom to a teenage boy. She has one cat, and enjoys fishing, watching scary movies, and reading psychological thrillers.

With over 25 years of dedicated service in state government, Kynthia's career has been marked by a genuine passion for mental health, wellness, and social services.

Kynthia enjoys spending quality time with her beloved family in her free time. She possesses a creative spirit that expresses her passion for writing and artistry. Furthermore, Kynthia generously extends her nurturing support to those embarking on their journey to discover their life's purpose, acting as a compassionate midwife to their aspirations.

Kynthia's profound belief in the beauty of life's simplicity is a guiding principle in all her endeavors. This philosophy inspires those fortunate enough to be touched by her wisdom and unwavering commitment to the betterment of others.

Public Relations Director – Jennifer Dormer

Jennifer Dormer is a Finance Reporting Manager in the Health and Specialty Care System with Health and Human Services Commission (HHSC). In this role, her team supports the State Supporting Living Centers’ and State Hospitals’ Accounting Departments with financial reporting. Before that, she was a Manager over the Accounting System Unit at the Department of Aging and Disability Services. She began her career in state government in 1996 working at the Texas Higher Education Coordinating Board.

She has been an active member of EWTG since 2009 and has served as the Evaluation Conference Committee Chair in 2009, Board Treasurer in 2010, Board Finance Officer in 2011, the Resolutions Conference Committee Chair and Registration Committee member in 2012, Board Vice President/Conference Chair in 2013, Facility Conference Committee Chair in 2014, Board President Elect in 2015 and Board President in 2016. Since then, she has served on the Membership Committee to continue supporting EWTG wherever she can. Now she is ready to step back into a board director role again.

has a bachelor’s degree in business administration and management from St. Edward’s University and is a graduate of Leadership Texas Class of 2018.
